Kazakhstan is set to become home to Central Asia’s first comprehensive agricultural technology park, marking a major step forward in regional agricultural innovation and international cooperation. The ambitious project, known as the Kazakh-Chinese Agricultural Technology and Export Development Technopark, will be established in the North Kazakhstan region through a strategic partnership between Kazakhstan and China. The initiative was a key topic of discussion during the China International Education Exhibition Tour, where a delegation led by Kazakhstan’s Deputy Minister of Science and Higher Education, Gulzat Kobenova, met with representatives from Kozybayev North Kazakhstan University and Henan Agriculture Investment Group. The parties reviewed progress on the project and explored opportunities to deepen collaboration in agriculture, scientific research, technology development, and innovation.

Transforming Scientific Research into Economic Growth The creation of the agri-tech park aligns closely with Kazakhstan’s broader national development goals. President Kassym-Jomart Tokayev has repeatedly emphasized the importance of ensuring that scientific research delivers tangible economic benefits and contributes directly to national development. The new technology park is designed to bridge the gap between research institutions and agricultural production by creating an ecosystem where scientific discoveries can be rapidly tested, commercialized, and implemented in real-world farming operations. By integrating academic expertise, technological innovation, and private investment, the project aims to strengthen Kazakhstan’s agricultural competitiveness both domestically and internationally.

A Comprehensive Approach to Agricultural Development

Unlike traditional agricultural projects that focus on a single aspect of production, the new technopark will encompass the entire agricultural value chain. The development strategy includes multiple interconnected areas designed to modernize farming and improve productivity. Among the key priorities are increasing crop yields through advanced cultivation techniques, enhancing breeding and seed production programs, introducing modern agricultural machinery, and accelerating the digital transformation of farming operations. The project will also promote the use of artificial intelligence and precision agriculture technologies to improve decision-making and resource management. In addition, the park will support advanced food processing facilities and strengthen export-oriented supply chains, enabling agricultural products from Kazakhstan to access broader international markets. Through these measures, the initiative aims to improve efficiency, increase profitability, and enhance the overall competitiveness of Kazakhstan’s agricultural sector.

Strengthening Food Security & Regional Development

The benefits of the project extend beyond technological advancement. As climate change, population growth, and global supply chain disruptions continue to challenge food systems worldwide, food security has become a strategic priority for many nations. The agri-tech park is expected to play a significant role in improving agricultural resilience and ensuring a stable food supply. By encouraging innovation and increasing productivity, the project will contribute to long-term food security while supporting sustainable agricultural development. The initiative is also anticipated to generate substantial economic benefits for the North Kazakhstan region. New employment opportunities will be created across research, construction, farming, processing, and technology sectors. Local businesses are expected to benefit from increased investment activity, while educational institutions will gain new opportunities for research collaboration and workforce development.

Combining Chinese Technology with Kazakh Expertise

One of the project’s defining features is its integration of Kazakhstan’s scientific capabilities with China’s technological expertise and investment resources. Kozybayev North Kazakhstan University will serve as the central hub for the project, providing scientific support through research activities, experimental development, technology transfer, and specialist training programs. The university’s involvement ensures that innovation and education remain at the heart of the initiative. Meanwhile, Henan Agriculture Investment Group will contribute financial resources, technological know-how, and practical experience gained from large-scale agricultural development projects in China. This combination of academic research and industrial expertise is expected to create a highly effective model for agricultural modernization. The project is being implemented with the support of both the Ministry of Science and Higher Education of Kazakhstan and the Akimat of the North Kazakhstan Region, highlighting its strategic importance at both regional and national levels.

From International Agreement to Regional Investment

The foundations for the technology park were established in November 2025 when a memorandum of cooperation was signed in Beijing during an official visit by a delegation from North Kazakhstan led by regional governor Gauez Nurmukhambetov. Prior to making its investment decision, the Chinese side conducted a detailed assessment of several potential locations across different countries, including Uzbekistan, Kyrgyzstan, and Malaysia. After evaluating factors such as agricultural potential, infrastructure, research capacity, and investment conditions, the North Kazakhstan region was selected as the preferred location. To support implementation, local authorities have allocated a 61-hectare land plot equipped with the necessary infrastructure. The site will provide sufficient space for research facilities, production areas, educational centers, storage facilities, and future expansion.

A Two-Stage Development Strategy

The technology park will be developed through a phased approach designed to ensure sustainable growth and efficient resource allocation. The first stage focuses on constructing the core infrastructure and establishing research and production facilities. Chinese investment during this phase is expected to reach approximately $10 million. Plans include the construction of around 35,000 square meters of facilities comprising research and development centers, administrative buildings, student and staff dormitories, logistics and warehouse complexes, greenhouse facilities, and infrastructure dedicated to agricultural machinery and equipment. These facilities will create a modern environment where researchers, students, entrepreneurs, and agricultural producers can collaborate on innovative solutions and pilot projects.

Creation of a Joint Venture

To oversee construction, operations, and future expansion, the partners will establish a dedicated joint venture. The organization will be responsible for managing the park’s activities, attracting additional investment, and coordinating collaboration among stakeholders. The joint venture model is expected to provide a stable governance framework while ensuring that both Kazakh and Chinese partners contribute to the long-term success of the project. Through this structure, the technopark can continue evolving as new technologies emerge and market demands change.

Building the Next Generation of Agricultural Specialists

Human capital development represents another central objective of the initiative. Kazakhstan’s agricultural sector increasingly requires specialists with expertise in digital technologies, artificial intelligence, biotechnology, sustainable farming, and modern agribusiness management. The technology park will serve as a training ground for future agricultural professionals by offering practical learning opportunities, research projects, internships, and industry partnerships. Students and researchers will gain direct access to advanced technologies and real-world agricultural operations, helping to prepare a highly skilled workforce capable of driving future innovation.

A New Chapter in Kazakh-Chinese Cooperation

The establishment of Central Asia’s first integrated agricultural technology park represents more than a large-scale investment project. It symbolizes the growing strategic partnership between Kazakhstan and China and demonstrates a shared commitment to innovation-driven development. As construction moves forward, the project is expected to become a regional center for agricultural research, technology transfer, and export development. By bringing together scientific expertise, advanced technologies, and international investment, the technopark has the potential to reshape agricultural production in Kazakhstan while serving as a model for future cooperation across Central Asia. With its focus on innovation, sustainability, education, and economic growth, the initiative marks an important milestone in Kazakhstan’s efforts to modernize its agricultural sector and strengthen its position as a leading agricultural producer in the region.
